Since every maid on your staff will need to be added as a user in order to access the system while out visiting clients, per-user versus flat-fee pricing is an especially important consideration in this market.

Degree of functionality. Price is not the only thing you should consider. Perhaps one software package costs more per user per month because it has a wider array of features. You should look at your business and ask yourself: Do I need those features? Will I use them? Cheapest is not always the best.
