I have noticed locally that the department has introduced computerized licensing system, anyone attempting to write a test for learners license, has to set in front of a computer and answer all questions in a stipulated time, there no favors or bribes from officials in this area.

There are still so many loopholes for corruption, for instance in south Africa, one has to renew smartcard license every fifth year. I am not sure why such procedures are in place, if 10 000 000 state citizens has to renew every five years with a fee of $20, that is $200 000 000 every five years increased by new license holders. I have listened to annual budget speech, I have never heard what is this fund used for to help our country. I think its only fare to renew your license card if lost, damaged or there is any other valid reason to do that.
