Most reasonably priced, best proposal, and didn't require us to contract with tools we wouldn't use (like fundraising tools).
Reasons for switching to VoterVoice
The past tool was twice the price of VoterVoice with half of the capabilities. And we don't manage a PAC, which is the main function of the tool. We shouldn't have used that software in the first place.

Offered more than BIPAC. Quorum offered too much and we would have paid more for bells and whistles we didn't need. Voter Voice was focused on grassroots, which was our main need.

BIPAC's grassroots offerings were not up to par. While it's improved over the years, VoterVoice's offerings were more detailed and it was an easy choice.
