About Blogger
Blogger is a content management platform designed to help individuals create personalized blogs to write, edit and publish posts online. Users can sign in or switch between multiple accounts to view, follow and comment on blogs.
The web-based service allows bloggers to include specific pages and sections related to contact details or about us as tabs, add links to external websites and use preview functionality to edit pages or posts before publishing. The application stores uploaded videos and photos in Google Album Archive and provide access to users to delete or manage albums. Additionally, it offers custom themes and templates, which allow individuals to modify designs, layouts and page elements across blogs.
It facilitates integration with Google AdSense and Analytics, enabling professionals to generate revenue through targeted advertisements and gain insights into visitors’ interests and information. Blogger is available for free of cost.

It's my favorite in order to pass Google ads and then I have so far tended to switch over to another platform once I've been "certified"

Relatively easy way of getting your thoughts online

Allows you to quickly launch & publish blogs with a fairly intuitive interface. Feels a little old-fashioned now, but pretty reliable - & links well to Google ecosystem, of course.

A free blogging platform with some limitations to consider
4
What started many years ago as a personal blog describing my professional activities, ended up as a company (a company that I am no longer working for) blog for describing the team's activities in general. The option of having multiple blog authors helped a lot in the management of our blog and we could easily integrate resources from the corporate Google account, such as photos and documents. Another use of Blogger we found was the development of microsites for events, like Conferences and Workshops. We had the opportunity to develop about a dozen without much effort, and keep them as points of reference for the events, sharing publications and even asking participants to vote for them, using the integrated Blogger option. After all these years, I still maintain my Blogger-powered professional blog while my ex company has now turned to Medium for blogging purposes, having also changed scope of business and tone of communication since then.

Reasons for choosing Blogger
We had a Wordpress-powered website back then, but we wanted a stand-alone blogging platform to be used individually - as a side project of the company's team. We liked WordPress (and we still do!) but we wanted something simpler to use than that. The advanced features of WordPress worked great for our website but might be an issue to our less technology-savvy team members. On the other hand, Tumblr also provided a simple blogging solution that we considered as an alternative and had some really nice features, too, such as for the easy integration of multimedia. However, having had the bad experience with the independent Posterous, we opted to use a platform backed by a major company (Google in this case).
Reasons for switching to Blogger
We started using Posterous shortly after it was launched, as we loved its simplified approach to blogging because we were actually looking for something minimalistic. We loved the option to publish posts through emails (especially handy when on the road) and this helped us maintain an informal blog in the form of a bulletin, like each team member putting a post-it (his post) on a large canvas (our Posterous blog). However, after Posterous ceased its operation, we have to move to another platform and we opted for Blogger, thanks to its simplified approach as well.

The best and the free blogging platform for beginners
5
Although WordPress is my best recommendation for serious Bloggers, but if you want a free blogging platform, no web hosting, and acquire Google AdSense faster, then I would recommend Blogger for newbies. My experience with Blogger was cool via the pros that I mentioned earlier but the side effects of using Blogger is something I do not recommend for any serious blogger out there. Get web hosting, optimize your website, and rank very high on Google and other search engines, which is one of the goals of every serious blogger.
Ratings Breakdown
Reasons for switching to Blogger
I needed web hosting to secure my blog and it's files, compete with top level domains, rank high on search engines, and the ability to control and run my blog with the help of WordPress plugins, which some are even free to use, all because Blogger couldn't provide any of the above mentioned, for me.

Could be Great... If Google Remembered It Existed

I was looking for an inexpensive way to run a freelance blog. As a Google user, I was hoping Blogger would be the answer. While they have thrown paint on some parts of the site to make it feel "modern," there have not been significant developments in years. I really wanted to like Blogger, but it seems like Google hasn't gotten around to officially killing it yet.
Ratings Breakdown
Reasons for choosing Blogger
I originally chose Blogger because it had a more generous free plan than Wordpress.com. However, I moved away after a couple of months.

Going back and visiting my blog fills me with nostalgia and joy. It was such a fun process for me, and I used it pretty much daily. It became a form of self-expression and I'm glad I had this outlet.
