PDFgear ROCKS

PDF Gear is an amazing tool the works well for a variety of conversions. Well beyond just pdfs. It works extremely well and is very intuitive.

The tool works very well for everything I have used it for and that is quite a bit. The price is amazing too. I would recommend and do this tool for anyone that has to deal with file conversions of the types it can handle
Cons:
The only thing I didn't like about this product is that I didn't know about it earlier. It is that amazing.

It's adobe. Need I say more. I guess I do since you put a minimum on it.

PDFgear has all the features you will ever need in a PDF editor, with a large number of format conversions to and from PDF, extensive editing, signing, commenting and form filling features - and all this is for free.
Cons:
After several months of use, I have yet to find any cons.

PDFGear has everything I need as an accountant, with a vast array of functionality. Best free PDF manipulator I have come across (and I have come across many, which are awful)
Cons:
Not easy to set as an available printer in MS Word and other MS applications. Does not crash like some other apps

Simple, fast, and actually free

Great value for a free app. Very easy to use, fast, and does exactly what I need: read, copy text, manage and sign PDFs without any hassle. I really like that it works offline and doesn’t push subscriptions. The built-in AI assistant is a nice bonus. So far, no bugs or performance issues.

Easy to use. Much better than the paid which I have been using for years now which is PDFescape. Ability to change text size to decimals (EG. 10.6 pt instead of just 10 pt or 11 pt).
Cons:
Maybe the ability to resize a signature when creating the signature template, so that we dont have to resize it everytime we insert.

Foxit gradually became very “enterprise-y” — lots of features gated behind subscriptions, pop-ups, and upsells. PDFgear gives you a surprising amount for free, and it doesn’t constantly remind you what you can’t do unless you pay. That alone makes it feel calmer to use.
